THE OSHAWA DEVELOPMENT SERVICES COMMITTEE
WILL BE CONSIDERING THE ABOVE REFERENCED
APPLICATIONS FOR THE LANDS SHOWN SHADED ON
THE MAP. THE PURPOSE OF THESE APPLICATIONS
IS TO:
1. AMEND THE OSHAWA OFFICIAL PLAN BY:
(a) REDESIGNATING A PORTION OF THE SUBJECT
SITE FROM INSTITUTIONAL TO RESIDENTIAL;
(b) REDESIGNATING A PORTION OF THE SUBJECT
SITE FROM INSTITUTIONAL TO SPECIAL PURPOSE
COMMERCIAL WITH A SITE SPECIFIC POLICY TO
ONLY PERMIT A SELF-SERVE STORAGE FACILITY
AND A DWELLING UNIT FOR A CARETAKER OF A
SELF-SERVE STORAGE FACILITY;
(c) TO DELETE THE PROPERTIES AT 118, 126 AND 148
TOWNLINE ROAD NORTH FROM THE SITE SPECIFIC
POLICY IN SECTION 2.3.7.7 OF THE OSHAWA
OFFICIAL PLAN WHICH PERMITS INSTITUTIONAL
USES ON THESE PROPERTIES; AND
(d) TO PERMIT A FINANCIAL INSTITUTION IN THE
CONVENIENCE COMMERCIAL CENTRE.
2. REZONE THE SITE FROM MIN/EU (MAJOR
INSTITUTIONAL/EXISTING USE) ZONES AND R5-
B/MIN (RESIDENTIAL/MAJOR INSTITUTIONAL)
ZONES TO APPROPRIATE ZONES TO IMPLEMENT
THE PROPOSED DRAFT PLAN OF SUBDIVISION
AND PROPOSED OSHAWA OFFICIAL PLAN
AMENDMENTS; AND
3. IMPLEMENT A DRAFT PLAN OF SUBDIVISION
(S-O-2008-01) WHICH PROPOSES 251 LOTS FOR
SINGLE DETACHED DWELLINGS, 12 BLOCKS FOR
136 TOWNHOUSE DWELLINGS, A BLOCK FOR AN
APARTMENT BUILDING, RETIREMENT HOME AND/
OR NURSING HOME, A CONVENIENCE
COMMERCIAL BLOCK; A NEIGHBOURHOOD PARK
BLOCK , A SPECIAL PURPOSE COMMERCIAL
BLOCK, AND A STORMWATER MANAGEMENT
FACILITY BLOCK.
Information regarding the applications is available between
8:30 a.m. and 4:30 p.m., Monday to Friday, in the Develoment
Services Department, 7th Floor, Rundle Tower, City Hall, 50
Centre Street South, Oshawa, Ontario L1H 3Z7, or by calling
Valerie Field at 905-436-5636, extension 2125.
These applications have been determined to be complete.
Written submissions to the City of Oshawa may be delivered
prior to the adoption of the Offi cial Plan Amendment or
passing of the zoning by-law amendment, as applicable,
to the attention of Thomas B. Hodgins, City Hall, 50 Centre
Street South, Oshawa, Ontario L1H 3Z7.
An Offi cial Plan Amendment adopted by Oshawa City Council
is forwarded to the Region of Durham for approval, unless it is
determined that the Amendment is exempt from Regional
approval during the review process. For an exempt
Amendment, the decision to adopt by Oshawa City Council
becomes fi nal, subject to any appeals during the statutory
appeal period.
If a person or public body does not make oral submissions
at a public meeting or make written submissions to the City
of Oshawa before the proposed Offi cial Plan Amendment is
adopted, the person or public body is not entitled to appeal
the decision of the Council of the City of Oshawa, or the
Region of Durham, as the case may be, to the Ontario
Municipal Board.
If a person or public body does not make oral submissions
at a public meeting or make written submissions to the City
of Oshawa before the proposed Offi cial Plan Amendment is
adopted, the person or public body may not be added as a
party to the hearing of an appeal before the Ontario Municipal
Board unless, in the opinion of the Board, there are
reasonable grounds to add the person or public body as a
party.
If you wish to be notifi ed of the adoption of the Offi cial Plan
Amendment or of the refusal of a request to amend the Offi
cial Plan, you must make a written request to the City Clerk,
50 Centre Street South, Oshawa, Ontario L1H 3Z7.
The City of Oshawa is the approval authority for the draft plan
of subdivision. If a person or public body does not make oral
submissions at a public meeting or make written submissions
to the City of Oshawa in respect of the proposed plan of
subdivision before the City of Oshawa gives or refuses to give
approval to the draft plan of subdivision, the person or public
body is not entitled to appeal the decision of the Council of
the City of Oshawa to the Ontario Municipal Board.
If a person or public body does not make oral submissions at
a public meeting or make written submissions to the City of
Oshawa in respect of the proposed plan of subdivision before
the City of Oshawa gives or refuses to give approval to the
draft plan of subdivision, the person or public body may not
be added as a party to the hearing of an appeal before the
Ontario Municipal Board unless, in the opinion of the Board,
there is reasonable grounds to do so.

person or public body is not entitled to appeal the decision
of the Council of the City of Oshawa to the Ontario Municipal
Board.
If a person or public body does not make oral submissions
at a public meeting or make written submissions to the City
of Oshawa before the proposed zoning by-law is passed,
the person or public body may not be added as a party to
the hearing of an appeal before the Ontario Municipal Board
unless, in the opinion of the Board, there are reasonable
